Paper Abstract:      In 2004, Liaw [Horng-Twu Liaw, A secure electronic voting protocol for general elections, Computers and Security (2004) 23, 107-119] proposed a blind-signature based e-voting protocol in which every voter must have a tamper-resistant smart card whose function is to temporarily conceal the voting receipt until the end of election and achieve security requirements such as fairness and uncoercibility. In this scheme, the requirement for additional devices limits the practicality of the protocol. Furthermore, it can be shown that if the authorities collude, they can identify voters of published ballots and violate privacy of voters. In this paper, we show how a slight modification in the signing process of ballots can improve the scheme on both of these aspects. Therefore, in our scheme, the voting receipts are not required to be hidden in tamper-resistant devices and are made public. Moreover, conspiracy between authorities can no longer violate privacy of voters. We further show the modified scheme provides the same security as the scheme of Liaw.
